With the demise of the Owner Operator LMIA Work Permit, Immigration practitioners are left with limited options for their business immigrant clients. While CUSMA, CETA and CPTPP have provisions for citizens of member countries to obtain Work Permits as Investor/Operators, most foreign businesspeople in countries like India, China and others do not.
The C11 Entrepreneur/Self Employed Work Permit is a rarely used Work Permit category which may be a very useful option for many foreign businesspeople to come to Canada. In addition, a C11 Work Permit may help applicants obtain Arranged Employment points for Express Entry.
But with limited guidance on this, can it really help replace the Owner Operator LMIA?
