💼 Express Entry & Remote Work in Quebec

Scenario:
A candidate lives in Quebec but works remotely for a Toronto-based employer. Can they still be eligible for Express Entry under the Canadian Experience Class?

Answer:

  • An application under one of the immigration programs managed under Express Entry (e.g. Canadian Experience Class) is intended for those who commit to live outside Quebec after they become permanent residents. 
  • Remote work (as an employee) while living in Quebec for a Toronto-based employer can count as Canadian experience and may eligible under programs such as the Canadian Experience Class, provided it meets all other program requirements.   
  • Living in Quebec — even with a job elsewhere — may raise concerns about your intent to reside outside Quebec after becoming a permanent resident. 
  • IRCC will assess evidence of an applicant’s relocation plans (e.g., housing search, job offers, family ties outside Quebec). For Quebec-based clients, it is recommended to include this evidence with the application upfront. 

Bottom line:

✅ Remote work in another province is possible, but you must clearly show plans to move and settle outside Quebec to meet program requirements.

✅ Bonus: Work for a Quebec-based employer can also count as Canadian experience and can be eligible under the Canadian Experience Class. The issue remains being able to prove that the applicant will relocate outside Quebec after obtaining permanent resident. The fact that they work in Quebec, could make this more challenging.
