Open work permits for vulnerable workers

Migrant workers in Canada on valid employer-specific work permits who are experiencing abuse, or who are at risk of abuse, in the context of their employment in Canada may be eligible to receive an open work permit that is exempt from the Labour Market Impact Assessment (LMIA) process.

On June 11, the Government of Canada updated the guidance on abuse in the context of COVID-19 which included: Requirements for employers of temporary foreign workers to minimize the spread of the coronavirus (COVID-19), requirements for temporary foreign workers entering Canada such as quarantine, employers must not prevent workers from meeting the requirements outlined.

Employers have an important role to play in helping to prevent the spread of COVID-19.
