Provincial nominee programs see a dramatic slowdown in early 2025

Canada’s Provincial Nominee Programs (PNPs) have experienced an unprecedented decline in invitation numbers during January 2025, with total invitations plummeting from over 10,000 in January 2024 to a mere 356 this year. This dramatic reduction follows Canada’s October 2024 announcement to cut PNP permanent residence targets by 50%. The impact is particularly evident in Ontario, where invitations dropped from 8,122 to just 4, and in British Columbia, which reduced its numbers from over 1,000 to single digits. This significant decrease reflects provinces’ struggles to adapt to new immigration allocations after a decade of continuous growth.
