Summary

This course provides a structured and practitioner-focused examination of the Provincial Nominee Programs (PNPs) in Alberta, Saskatchewan, and Manitoba, three of Canada’s most active and accessible pathways to permanent residence. Participants will explore the Alberta Advantage Immigration Program (AAIP), the Saskatchewan Immigrant Nominee Program (SINP), and the Manitoba Provincial Nominee Program (MPNP) in detail, including worker, entrepreneur, student, and employer-driven streams. The course highlights recent program changes, eligibility requirements, nomination allocation strategies, and the advantages of prairie PNPs over federal pathways. Reis Pagtakhan is a Canadian corporate immigration lawyer and partner at MLT Aikins with more than 30 years of experience advising businesses and individuals on Canadian immigration matters. His practice spans immigration solutions for executives, managers, and professionals worldwide; compliance training for HR and business teams; and the design of practical systems that help organizations meet federal and provincial immigration requirements. A member of the Premier of Manitoba’s Business and Jobs Council, Reis has served as Chair of its Immigration and Skills Alignment Subcommittee and currently co-chairs its Trade Diversification Subcommittee. He has presented position papers to the Minister of Citizenship and Immigration, appeared before House of Commons and Senate committees on immigration legislation, and participated in CUSMA stakeholder consultations. A prolific writer with more than 180 published articles and papers, Reis has contributed to the CBC and the Winnipeg Free Press and has guest lectured at the University of Manitoba. He is a frequent speaker to Canadian and international audiences including the Conference Board of Canada, Canadian Manufacturers and Exporters, CPHR Manitoba, and the Legal Professionals Education Network, among many others.

Mark Holthe

Lawyer and Founder, Holthe Immigration Law

Immigration Lawyer Mark Holthe started his legal career with a large national law firm in Calgary where he initiated the business immigration practice at the firm. Since those early days, he has had the opportunity to work in a wide variety of law firm configurations before finally realizing that the best place for him was within the confines of an immigration boutique firm of his own making.

As a Canadian Immigration lawyer Mark Holthe has particular experience in assisting clients with all aspects of Canadian immigration law. He assists large national and multinational companies in navigating the complex world of Canadian immigration and provides strategic immigration advice to international and domestic companies seeking to recruit and retain foreign skilled and semi-skilled personnel.

Mark also assists temporary foreign workers with their transition to permanent resident status in Canada and over the past few years, he has taken great satisfaction in helping individuals and families with their various immigration related needs. Mark finds no greater satisfaction than helping to facilitate the reunification of families.

While attending law school, Mark worked as an Immigration officer for Citizenship and Immigration Canada on the Alberta/Montana border. While completing his final year of law school, he worked as a pro bono student to the Canada Border Services Agency Hearings Officers representing the minister before the Immigration Appeal Division in Calgary, Alberta. As a result of his prior experience as an immigration officer, Mark has been able to enhance the services he offers to his cross-border and overseas clients. Since that time, he has continued to work hard fostering positive relationships with the various immigration related government departments and has focused a significant portion of his practice on cross-border matters.

Chris Veeman

Immigration Lawyer

Chris Veeman is a member of the Law Society of Saskatchewan. He practices immigration law in Saskatoon, and is a graduate of the University of Toronto Faculty of Law (2003). A former Federal Court of Canada law clerk, Chris has been practicing immigration law since 2003. He has been based in Saskatoon, his hometown, since 2004. He started Veeman Law in 2011.
Chris has been invited to appear as witness on citizenship matters before the Parliamentary Standing Committee on Citizenship and Immigration on several occasions (2008, 2014, 2016), and has represented clients in numerous high-profile refugee, immigration, and citizenship cases.
