Led by Annie Beaudoin, this in-depth course explores how IRCC officers assess criminal inadmissibility, rehabilitation applications, and Temporary Resident Permits (TRPs) under section 36 of the Immigration and Refugee Protection Act (IRPA). Participants will learn how to distinguish between serious and non-serious criminality, assess convictions inside and outside Canada, and determine when a client may be deemed rehabilitated. The session walks through every step of the rehabilitation application process, explains when to file a stand-alone versus combined application, and clarifies the differences between TRPs and rehabilitation requests. Attendees will also gain insight into criminal equivalency to the Canadian Criminal Code, relevant jurisprudence, and recent IRCC statistics and trends—providing a clear, practitioner-focused framework for managing criminal inadmissibility cases with accuracy and confidence.

Her years of experience as an Immigration Officer in a Canadian Visa Office at the Canadian Consulate General in Los Angeles have allowed her to accumulate rare high-level expertise in Canadian Immigration in complex cases and inadmissibilities to Canada.

She also teaches Immigration Law at the University of Montreal and at Queens University. Furthermore, she is a member of the Discipline Tribunal of the College (CICC).
Over the years, she has worked on the entire spectrum of visa categories in Canada and was asked to develop technical knowledge on inadmissibility(s) to Canada, including criminal inadmissibility originating from the United States and other foreign countries.
