Immigration, Refugees and Citizenship Canada (IRCC) will modernize its International Student Program by implementing a Trusted Institution Framework by 2024. This framework will create a two-tiered structure in which post-secondary institutions will be assessed against criteria to demonstrate that they are trusted partners. Institutions that meet the requirements will receive benefits such as expedited application processing. DLIs will be required to provide the government with additional data, including retention rates, on-time graduation rates, international tuition revenue, institutional spending on international student support services, housing availability, and faculty-student ratios. The government will determine the first Trusted Institution Destinations in spring 2024, and may consider capping the number of international students due to the rapid growth in applications.
