Information on recaptured time was removed from the guidance on work permits for contractual service suppliers and independent professionals under the Canada-Korea Free Trade Agreement, as it does not apply to this category.

From 3 November 2026, Express Entry awards Comprehensive Ranking System points under a labour market integration factor for either Canadian work experience or a qualifying job offer in a high-wage occupation, whichever gives more points, up to 150 points, or 140 with an accompanying spouse or common-law partner. At least 12 months of Canadian work experience in occupations at 2, 1.5 or 1.3 times the median wage adds 70, 40 or 20 points to the existing points for length of experience. A qualifying job offer at those levels earns 100, 70 or 50 points, and must generally be for full-time work in Canada for at least one year after the candidate becomes a permanent resident.

    Permanent residenceEffective 3 November 2026

From 3 November 2026, a labour market impact assessment is no longer required for a qualifying job offer to establish Express Entry eligibility or earn Comprehensive Ranking System points. A temporary public policy exempts candidates invited to apply on or after 3 November 2026 from labour market impact assessment requirements for job offers used to establish eligibility under the Federal Skilled Worker Program and the Federal Skilled Trades Program. An officer assesses whether the job offer is genuine, and a revoked job offer no longer qualifies, when the permanent residence application is assessed.

Comprehensive Ranking System scores of all candidates already in the Express Entry pool will be recalculated when the changes take effect on 3 November 2026, which may take up to two weeks, and invitation rounds will pause during that period. Candidates who want points for a qualifying job offer must add it to their profile before 3 November 2026. Holding a labour market impact assessment gives no additional points or priority. Until the online system is updated, candidates must still select a positive labour market impact assessment and enter placeholder details: number 00000, issued 1 January 2026, expiring 1 January 2029.

IRCC published the list of high-wage occupations used in Express Entry from 3 November 2026, in three levels: at least 2 times, at least 1.5 times and at least 1.3 times the average median wage of the Canadian workforce. Levels are set for each occupation, not by an individual’s salary, using Job Bank, Labour Force Survey and Census of Population data from the last 3 years, currently 2023 to 2025. If an occupation’s level changes after an invitation to apply, the level in effect on the invitation date is used.
