On September 27, 2023, Statistics Canada reported an increase of nearly 700,000 temporary residents year-on-year as of Q2 2023. It is expected that this number will reach 2.5 million by the end of 2023. Many of these temporary residents aim to obtain Canadian Permanent Residency (PR) through Canada’s economic immigration programs.

However, the quantity of Permanent Residency (PR) opportunities is restricted in contrast to the multitude of non-permanent residents in Canada. Canada established a goal of 465,000 for all immigration programs in 2023, with a target of exceeding 500,000 by 2025.
