Quebec mandates French proficiency for temporary workers starting in 2028

The provincial Government of Quebec has finally unveiled regulations requiring temporary foreign workers to demonstrate Level 4 French language proficiency, effective in 2028. The long-awaited regulation, announced by Minister Jean-Francois Roberge, excludes primary agriculture sector workers and includes a three-year transition period aligned with work permit durations. While officials acknowledge potential impacts on Quebec’s business competitiveness compared to other provinces without language requirements, they emphasize that enhanced French proficiency will facilitate better workplace integration and help address labour shortages permanently.
