On October 8, 2025, Immigration, Refugees and Citizenship Canada (IRCC) announced an update to the Federal Economic Mobility Pathways Pilot (Federal EMPP). The changes affect its expiry date and the number of applications that will be accepted under one of its streams.

What is the EMPP?

The Economic Mobility Pathways Pilot is a federal initiative that creates additional pathways for economic immigration for people abroad who have the skills to contribute to Canada’s labour market.

What Changed in 2025?

1. Extension of expiry date

The Federal EMPP was originally scheduled to expire on June 12, 2025. The update extends that expiry to December 31, 2025.

2. Intake cap on the Job Offer Stream

The Federal EMPP Job Offer Stream will now accept a maximum of 950 complete applications for processing. Once that cap is reached, no more applications will be processed under this stream.

What Remains Unchanged

  • No changes were announced to the eligibility criteria, application process, or the other streams under the EMPP.
  • The update focuses on program delivery, including the new expiry date and intake limit for the Job Offer Stream.
  • The information serves as guidance for IRCC staff administering the program.
