The Government of Canada is intensifying its efforts to boost Francophone immigration outside Quebec, reaffirming its commitment to strengthening Francophone and Acadian minority communities across the country. As highlighted in Budget 2025, Canada is strategically directing immigration to areas where it can have the greatest economic and social impact—addressing labour shortages, supporting key sectors, and enhancing community vitality.

On November 27, 2025, the Honourable Lena Metlege Diab, Minister of Immigration, Refugees and Citizenship, announced an investment of approximately $3.6 million to fund four new projects under the Francophone Immigration Support Program (FISP). These initiatives aim to attract Francophone and bilingual talent to meet labour market demands, particularly in critical sectors such as health careeducation, and early childhood development, through overseas supportpromotion, and recruitment activities.

Advancing Francophone Immigration Goals

The announced activities align with the Government of Canada’s Francophone immigration priorities outlined in Budget 2025, including:

  • Increasing Francophone immigration outside Quebec to achieve a 10.5% admission rate for French-speaking permanent residents outside Quebec by 2028, with a target of 12% by 2029.
  • Collaborating with employersprovinces, and territories to attract top global talent.
  • Addressing regional economic needs and supporting key sectors facing labour shortages.
  • Strengthening the vitality of official language minority communities.

These efforts are bolstered by the first annual review of the Implementation Plan for the Policy on Francophone Immigration for 2024, completed in spring 2025. The review confirmed significant progress across all action areas, including promotionresearchadmission targets, and integration.
