The British Columbia Provincial Nominee Program (BC PNP) has released its Statistical Report and Year in Review for 2025, offering the province’s most complete picture yet of who is being nominated, at what salaries, and where they’re settling. For immigration professionals advising BC-bound clients, the report confirms a year defined by a mid-year allocation cut, a pivot toward healthcare recruitment, and a marked rise in nominee salaries.

British Columbia began 2025 with only a 4,000-nomination allocation — half of 2024’s 8,000 — compounded by an inventory of roughly 5,200 applications already on hand from a late-2024 surge ahead of the International Post-Graduate (IPG) stream’s closure. A later federal top-up brought the final allocation to 6,214, which the BC PNP used in full.

Stream Breakdown

Skills Immigration (SI) accounted for 6,195 of the year’s nominations, split as follows:

• International Post-Graduate: 1,991 (41.1% of SI nominees)
• Health Authority: 1,176
• EEBC – Skilled Worker: 1,106
• Skilled Worker: 284
• EEBC – International Graduate: 349
• EEBC – Health Authority: 502
• International Graduate: 193
• EEBC – International Post-Graduate: 557
• Entry-Level and Semi-Skilled: 37

By occupational category, “no listed occupation” (largely IPG nominees) led at 41.1%, followed by Health at 20.2% — up sharply from 12.1% in 2024 — reflecting the province’s continued prioritization of healthcare recruitment even under a reduced allocation.

Entrepreneur Immigration (EI) nominated 19 individuals in 2025, who went on to create 42 jobs and invest close to $5 million in the provincial economy.

Salaries and Source Countries

Median salaries rose across the board, driven largely by the introduction of High Economic Impact (HEI) draws that targeted top-earning, high-scoring registrants:

• Skilled Worker: $105,000 median
• Health Authority: $80,769 median
• International Graduate: $57,200 median
• Entry-Level and Semi-Skilled: $42,685 median

India remained the top source country for SI nominees, followed by China and Iran. Combined, East/Southeast Asia and South/Central Asia accounted for 63.2% of 2025 nominees.

What This Means for Practitioners

For RCICs and immigration lawyers advising BC-bound clients, three signals stand out:

• Healthcare and Health Authority applicants remain a clear priority, with nominations for public health authority workers up 84% year-over-year — expect continued targeted draws in this space through 2026.
• HEI draws are reshaping the competitive landscape. With median Skilled Worker salaries now at $105,000, clients relying on lower-wage job offers may face longer waits or reduced odds under the current points structure.
• Regional settlement remains a meaningful scoring lever. With 38% of nominees settling outside Metro Vancouver against a 35% target, clients with regional job offers continue to have a real edge — worth flagging early in file strategy.
