Tie-Breaking Rule

The tie-breaking rule was applied to candidates who held a CRS score of exactly 516 at the time of the draw. Among those candidates, only profiles submitted before April 14, 2026 at 00:03:10 UTC received ITAs. The tie-breaking date being approximately two months prior to the draw date indicates a significant concentration of candidates sitting at the 516 CRS threshold in the pool.

CRS Trend and Pool Context

The CEC cut-off score decreased by two points from the previous CEC-specific draw, which had a cut-off of 518. This is the first decrease in the CEC cut-off since late March 2026, following a period during which IRCC progressively reduced CEC draw sizes and cut-offs climbed accordingly. The increase in draw size from 3,000 in the May 27 draw to 4,000 in this round is the primary driver of the downward shift.

As of June 21, 2026, the Express Entry pool contained 239,645 registered profiles. Canada has now issued a total of 84,796 ITAs across 32 draws so far in 2026.

Practitioner Takeaways

For RCICs and immigration counsel advising CEC-eligible clients, this draw provides a useful signal. After several months of reduced volumes and elevated cut-offs, IRCC appears to be course-correcting toward larger CEC rounds. Clients with scores in the 512 to 516 range who were bypassed in earlier draws should be counselled to maintain current profiles and ensure all supporting documents and language results remain valid. The 60-day ITA response deadline is firm — clients who receive an ITA have until approximately August 22, 2026 to submit a complete PR application.

Practitioners should also note that profile submission timing continues to matter operationally. With a tie-breaking date more than two months before the draw, clients near the cut-off who have not yet entered the pool are at a structural disadvantage relative to earlier submitters holding the same score. Advising clients to enter the pool promptly once eligible, rather than delaying, reduces exposure to unfavourable tie-breaking outcomes.

Clients currently scoring below 510 who are CEC-eligible may wish to explore complementary pathways — including category-based draws, provincial nominee programs, and French-language proficiency draws — rather than waiting exclusively for CEC rounds to reach their score range.
