The Manitoba Provincial Nominee Program (MPNP) has announced it will conduct targeted Expression of Interest (EOI) draws to invite individuals who received Support Letters under the Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates, and who have since successfully obtained a work permit under that policy, to apply for a provincial nomination.
Who Is Being Invited
These draws are specifically for candidates who held a valid MPNP EOI profile as of January 15, 2025, were residing and employed in Manitoba under the terms of the public policy, received a provincial Support Letter, and subsequently obtained a Manitoba-specific open work permit issued by IRCC under this temporary public policy. Candidates who previously received a Support Letter but now hold a non-TPP work permit are not eligible to claim the ITA code in their EOI profile.
Phased Issuance of ITAs
ITAs will be issued in stages. The first round covers all Support Letter recipients approved between April 22 and June 30, 2025. ITAs will be sent to the email address provided in each candidate’s original Support Letter application. Candidates whose Support Letters were approved after June 30, 2025, are not included in this initial round and should monitor immigratemanitoba.com for updates on subsequent rounds. The MPNP has clarified that it will not respond to inquiries requesting ITAs from candidates in this latter group at this time.
Claiming the ITA Code in an EOI Profile
Receipt of an ITA does not automatically qualify a candidate to claim the associated TPP ITA code in their EOI profile. To do so, candidates must currently hold a valid Manitoba-specific open work permit issued under this public policy, be employed full-time in Manitoba in a position that is long-term and intended to remain full-time, and have worked a minimum of six continuous months for an in-province employer. Candidates without an existing EOI profile will need to submit a new one as a Skilled Worker Overseas applicant, select Canada as their country of residence, and enter the ITA code and unique invitation number under the relevant tab.
Program Context
The Temporary Public Policy was introduced to allow prospective MPNP candidates whose work permits had expired or were expiring to obtain a two-year Manitoba-specific extension while pursuing provincial nomination. The policy accepted Support Letter applications from April 22, 2025, until December 15, 2025, with IRCC accepting work permit applications under the policy until December 31, 2025. The policy has now expired, and no new Support Letter applications are being accepted.
