On April 23, 2026, the Government of British Columbia announced a sweeping restructuring of the BC Provincial Nominee Program (BC PNP), aligning all nominations with the province’s Look West economic strategy. The changes take effect immediately and reshape both who qualifies and which streams remain available.
The Three Pillars
The updated BC PNP organizes its entire nomination framework around three priorities:

Under the Care pillar, the province has confirmed no cap on physician nominations and has indicated it will continue expanding the list of eligible healthcare occupations throughout the year. The Build pillar targets certified workers in TEER 2 construction trades including electricians, plumbers, welders, carpenters, and HVAC mechanics, among others. The Innovate pillar does not designate specific occupations but will consider high economic impact candidates, including experienced entrepreneurs, across all sectors.
What Has Closed
Three previously available pathways have been permanently cancelled:
The Entry Level and Semi-Skilled (ELSS) stream is officially closed. The last invitations under this stream were issued December 10, 2024, and the April 23 announcement confirms no reinstatement. The planned Bachelor’s, Master’s, and Doctorate international student streams will not launch. Dedicated targeted draws for priority technology occupations have also ended, though candidates meeting High Economic Impact criteria may still receive invitations through that category.
The province has indicated it will be expanding its list of ineligible occupations and employers as part of the program integrity measures accompanying these changes. A revised BC PNP Skills Immigration Program Guide will be published in the near future.
Regional Distribution Target
At least 35% of all 2026 nominations are earmarked for candidates working outside Metro Vancouver, reflecting the province’s commitment to regional labour market development. This target is consistent with existing program performance — WelcomeBC reports that over 38% of Skills Immigration nominees under recent draws were already working in regional communities.
One-Time Cleaning and Security Initiative
Beginning in June 2026, the BC PNP will open a time-limited initiative for up to 250 workers currently employed by health authorities in cleaning or security roles in rural or remote communities. Registrations will be accepted through the BC PNP expression of interest system. Further details will be published on the WelcomeBC website before intake opens.
Context: Allocation Constraints
The provincial restructuring is partly a response to federal nomination limits. BC requested 9,000 nominations for 2026 and received 5,254. The province continues to advocate to IRCC for an increased allocation. Practitioners should advise clients accordingly and flag that no grandfathering provisions have been announced for candidates previously registered under now-closed streams.
